The rules have become simpler and more generous: a home needs one online notice, and the surplus can be sold — up to 50% of output. But it is bought cheaply and the tariff is tiered, so using the sun yourself pays more.
Rules
From the text of Decree 243/2026 and decisions of the Ministry of Industry and Trade; checked 02.11.2026.
Documents
Electricity Law 61/2024/QH15 (in force since 01.02.2025) and Decree 58/2025/NĐ-CP as amended by Decree 243/2026/NĐ-CP, in force since 26.06.2026.
- Notices filed under the previous Decree 135/2024 remain valid
- No licence is needed up to 1 MW with sale of the surplus (Decree 61/2025)
- Fines — Decree 133/2026, since 25.05.2026

What a home needs
A notice on Form No. 01 to the commune or ward People’s Committee — online via VNeID or the National Public Service Portal, no later than 10 working days before installation. No reply within 10 working days means you can install.
With an inverter under 1 kW no notice is needed; off-grid systems file a notice only from 100 kW.
- The form asks for your ID number, your EVN customer code, the kW of panels and the battery capacity
- A commitment not to install imported used panels and inverters
- A home that sells its surplus does not need a business registration

Selling the surplus
Up to 50% of output, counted from the “theoretical” output: the province’s PVout coefficient (EVN publishes it) × the kW of panels. Discharge from a battery charged by the sun also counts as surplus. Until 31.12.2030 more is possible by agreement with the grid; where there is no national grid, there is no limit.
The price is last year’s average market price: for 2026, 844.8 ₫ per kWh. About 1.2% of new owners choose to sell.
- You need a bidirectional meter and a contract with EVN — within 5 working days
- It used to be 20%, now it is 50% — since 26.06.2026

Provincial subsidies
There is no national subsidy. The government has obliged the provinces to adopt their own measures for households in December 2026 (letter 10790/VPCP-CN).
- Hanoi: up to 6 million ₫ — 1 million per kW (up to 3 million) and 1 million per kWh of battery (up to 3 million); adopted 28.10.2026
- Bac Ninh: up to 6 million ₫, from 01.08.2026 to the end of 2030
- Quang Tri: up to 4 million ₫, since 19.10.2026
- The conditions are similar: a detached house, from 1 kW, a battery from 1–2 kWh, once only

Fire safety
There are no separate fire safety codes for rooftop solar — specialists themselves write about this gap. Shops, markets and shopping centres may require an expert review of the fire safety design.
Our designs include DC breakers and arc protection, CO/CQ certificates for the battery, a ventilated location and a safety certificate — Hanoi, for example, requires one for its subsidy.

For foreigners and tenants
The rules set no citizenship restrictions: the seller of the surplus is the owner of the installation. But the notice requires the EVN customer code for the address, so it is filed in the name of the account holder — usually the property owner — or under their power of attorney.
You need the owner’s written consent to work on the roof. Provincial subsidies go only to owners of detached houses.

EVN tariffs from 01.11.2026
The average price is down 2% — to 2,159.9037 ₫ per kWh (Decision 2892/QĐ-BCT). The household tariff has five tiers instead of six.
| Tier | Per month | Excl. VAT | Incl. 8% VAT |
|---|---|---|---|
| Tier 1 | 0–100 kWh | 1,901 ₫ | 2,053 ₫ |
| Tier 2 | 101–200 kWh | 2,289 ₫ | 2,472 ₫ |
| Tier 3 | 201–400 kWh | 2,894 ₫ | 3,126 ₫ |
| Tier 4 | 401–700 kWh | 3,456 ₫ | 3,732 ₫ |
| Tier 5 | 701+ kWh | 3,844 ₫ | 4,152 ₫ |

Sun by city
The north is cloudy in winter: in Hanoi February gives almost half as much as May. The south is more even but dips in the rainy season. Heat eats 8–11% of output.

What is relevant in Vietnam
Our assessment based on climate, tariffs, rules and prices as of 02.11.2026.
| Solar panels | relevant | From 1,060 kWh per 1 kW a year in Hanoi to 1,600 in the south-central region — 1.5 times more than Moscow. The EVN tariff is tiered (up to 3,844 ₫ + VAT), so every kWh of your own during the day pays. Since 26.06.2026 the surplus can be sold — up to 50% of output, but at 844.8 ₫: using it yourself pays more. |
|---|---|---|
| Inverters | relevant | It needs shade and airflow: in the heat an inverter cuts its power. Enclosure — IP65–66. Installers’ hybrid packages usually already include an automatic transfer switch (ATS). |
| Battery storage | relevant | A battery covers the evening, when the sun is gone and the air conditioners work hardest; for businesses — EVN’s 17:30–22:30 peak at 5,313 ₫. Discharge from a battery charged by the sun can also be sold as surplus (Decree 243/2026). Hanoi and Bac Ninh pay up to 6 million ₫ towards a system with a battery. |
| Heat pumps | case by case | Heating is hardly needed, except in winter in the north. The main uses are cooling and heat pump water heaters in homes, cafés and hotels: they use three times less electricity for hot water than an immersion heater. |
| Solar water heaters | relevant | The climate is like that of this market’s leaders: in the south, water heats all year round. A 160–180 l tank with tubes costs 6.85–7.66 million ₫. By the sea and in the typhoon zone you need strong mounting and durable materials. |
| EV charging | relevant | VinFast sold 175,099 cars in Vietnam in 2025; the V-Green network has more than 150,000 ports. At its stations charging costs 3,858 ₫ per kWh, free for VinFast owners until 30.06.2027. At home, charging is billed on the household tiers with no night tariff, so daytime solar pays especially well. |
| Smart energy management | case by case | Households have no hourly tariff, only tiers: the gain is staying out of the upper tiers and not giving the surplus away for 844.8 ₫. Businesses have a 17:30–22:30 peak — a HEMS discharges the battery right in the peak. |
| Generators and backup | case by case | Backup for outages and typhoons; in dense neighbourhoods the noise and exhaust are a problem — a battery is quieter. |
| Small wind | rarely | The south-central coast is windy: in Vung Tau and on Phu Quoc the average wind at 10 m is about 5 m/s (ERA5). But typhoons call for a turbine that can stop and a strong mast, and in a city a turbine makes no sense. |
| Small hydro | rarely | The mountainous north is the classic place for a pico hydro on a stream by the house. Rainy-season floods call for a protected intake. |
| Hydrogen for the home | rarely | Not applicable to private homes in 2026. |
| Audit and energy saving | relevant | Cooling comes first: shade, a light-coloured roof, inverter air conditioners (from 5.79 million ₫ for 1 HP), sealing. Every kWh over 700 a month costs 3,844 ₫ plus VAT. |
Climate and grid
Typhoons
Typhoon Yagi in September 2024 brought gusts of 62–63 m/s and left more than 6.1 million customers without power, in places for more than 10 days. Mounting and glass have to be rated for the wind; backup means a battery and a transfer switch.
Heat and salt
Hot modules lose 8–11.5% of annual output (PVGIS): you need ventilated mounting and shade for the inverter and the battery. By the sea — corrosion-resistant mounting.

Grid load
Peak load in the north passed 30,000 MW in the heat of 2026; the state is building grid-scale storage first of all in the north — 10–16 GW by 2030 under the PDP8 plan.
